ATO, Ambito Territoriale Ottimale, is a new kind of Public Administration having the role of Authority and Supervisor on all the activities concerning the water’s cycle, executed by a company (getting a 30-years use concession on the all the networks and plants existing in the area) selected through a public tender among the several owners and managers of the local networks. Using a technical tool named Water Plan, ATO is called to check the course and the services’ level provided by the winning company, assuring new hydraulic works, investments, and water quality.
In these terms ATO needs all the information regarding the existing waterworks, sewing systems and plants (purifiers, collectors, tanks, etc.), and its own features, of course represented in a geo-referenced context.
The project has been developed in 3 steps and regards the design and carrying out of a sewer / water network management application in a GIS environment.
- Phase 1: Acquisition of field data specifications and data import from the waterworks’ and water service’s management companies. Delivered and accepted on June 2002.
- Phase 2: Development of a custom software application oriented to the management and the up-dating of GIS data. Delivered and accepted on September 2003.
- Phase 3: Porting to a web / SQL Server environment of the application’s functions to update alphanumeric data related to the water / sewer networks. Delivered and accepted on November 2005.
A next and last step is planned to transfer all the application’s function in a Web environment in order to make available the information to all the Municipalities (over that 65), allowing local modifications and updating.
