Client: Santeramo in Colle Municipality (Puglia Region)
The GIS-based system for the Territorial Marketing in the Murgia Area allows information access and management with the aim to increase the value and the socio-economic development of Murgia Area, introducing deep innovations in the relationship among Public Administration, enterprises and citizens.
By means of the Information System is possible to provide a variety of services finalized to increase the knowledge of the entrepreneurial reality, of the territory and of its management.
More in details, two general service areas were identified:
Supporting services for the Territorial Marketing, i.e.:
- Territorial Information Management, oriented to the fruitful local development (constrains, land use, location of industrial and for services settlements, etc.);
- carrying out of a database finalized to support administrative processes in order to guarantee the application of the best practices of management from the territorial entities;
- development of complementary action plans in conjunction with Puglia Region and by means of a shared access to Regional GIS;
- data exchange among several DBs managed by different entities and authorities according to a multidisciplinary sharing (transportation, waterworks, sewerage and other Municipal services).
Supporting services for the planning and the management of the local policies of fruitful development:
- modelling and simulation of the local system and of its components in order to analyze the impact and the sustainability of the actions on the territory;
- assistance in the carrying out of planning tools for the local development and related provision of network services for the local enterprises;
- information concerning opportunities and assistance for the development of deems targeted to the promotion, accomplishment and monitoring of local development programs, in accordance with the National and Regional legislation.
The Territorial Marketing Information System represents the reference tool for the development of an optimized marketing policy. The system is finalized to the economic promotion of the area, including its features, industrial activities, infrastructures, productive settlements, etc.
This information comes out from the integration and from the relevant interoperability among local and regional data, enabling a wider knowledge of the local territory.
A Web-Services architecture - cooperating with an highly shared network, centered in one of the Municipalities (main node) and connecting all the other Municipalities - allows to reach the above mentioned objectives. The system also implements a set of distributed geographical warehouses, logically and physically connected, based on a “grid” model; for each recognized user, the system shares contents and rights and, contemporarily, stores the data (upon indexing and integration) at the central level. The “cooperation principle” handles the information on the basis of Open GeoSpatial Consortium standards.
The technologies employed to provide WEB-GIS services are:
- Geo-database: PostgreSQL equipped with its spatial extension named PostGIS;
- Web-GIS Server: MapServer;
- Application Server: JBoss.
The back-office data production and updating is managed by means of ESRI technology, and in particular:
- ArcGIS 9.3 - ArcView;
- ArcInfo 9.3 (concurrent licence);
- ArcGIS Server 9.3 Enterprise - ArcSDE (in order to manage the connection to PostGIS database).
