The project is an important part of the MAM (Municipal Administration Modernisation) Program.
The subject of the contract is the supply of a turnkey solution (design, installation, putting into operation, maintenance, after sales service and training of operators) of an Integrated GIS Solution (IGS) at six pilot Syrian Municipalities (Damascus, Homs, Tartus, Lattakia, Deir Ezzor) and the Ministry of Local Administration and Environment (MLAE) for the management of the Municipalities’ properties.
The following HW / SW items were supplied as an integral part of the project:
- n.1 server to manage technical assistance and maintenance;
- RDBMS (Open Source, PostgreSQL - PostGIS);
- ESRI GIS software;
- for each site: n.1 RDBMS, n. 1 GIS Data Capture and Editing System, n.8 GIS Analysts for each site and relevant Property “custom” applications.
The project included the following tasks:
- development of detailed design for the beneficiaries' IGS architecture, including the GIS spatial database structure;
- re-structuring existing vector data, starting from different sources, produced using Intergraph, ESRI, Autodesk and MapInfo GIS packages;
- development of a custom application in ArcGIS and WEB-GIS Open Source environment to be shared to internal and external users;
- training for several typology of managers, users, administrators (32 sessions and 82 training days);
- knowledge transfer;
- operation support supplied through n.6 GIS specialists (1 for each site), on-site, full-time for a duration of 12 months;
- 12-months application management;
- warranty.
